USB-UIRT - meaning of "RepeatCount" in .IR

I'm trying to get reliable channel changing on my 8300HDC STB.
It frequently misses some of the digits, and the HD-PVR ends up recording the wrong channlel (usually it loses the first two digits - I want channel 1234, and I get channel 34).

I have installed the excellent STBKeepAlive program, which emits an "Enter" key every 2 hours.

However, I am still getting incorrect channels.

I was wondering if I could cause SageTV to send the channel change command twice - I.E, if I want channel 1234, it would send 12341234.

I'm not sure what the RepeatCount parameter in the .IR file means, but I don't think it is the repetitions of the complete channel change sequence, since some .IR files I have seen have a RepeatCount of 10.

The first two lines of my SA8300HDC.IR file look like this:
