Tuner Merit?

So based on all the posts I have found on the forums, tuner merit is considered when all other factors are equal.

Does anyone know, is the difference between a local tuner and a network encoder considered to be a difference?

I have 2 local HD PVR and 2 network encoder Colossus all setup with the same channel epg data with the following merit:

Colossus 1 - merit 20
Colossus 2 - merit 15
HD PVR 1 - merit 10
HD PVR 2 - merit 5

I have restarted my sage server to ensure that the merit values are in place.

To test them, I select a program from the guide that ends before any scheduled recordings start and I start watching live tv. I note which tuner is being used based on the program details. I then click record to ensure that tuner remains occupied and I repeat the process.

The order that the tuners actually get used in are :

HD PVR 1
Colossus 1
Colossus 2
HD PVR 2

If it was a local versus network encoder consideration, I would expect both HD PVR's to be used first.

Anybody have any thoughts on this? What else is being considered that the merit isn't determining which tuner to use?

Are all 4 tuners configured with the same channel lineup?
Are there any favorites configured yet (are there any upcoming recordings in your recording schedule)?

Sage may prefer one tuner over another based on what channels are available in the lineup or based on whether it has already scheduled something to record on a given tuner in the near future.

They are all configured with the same channel line up.

There are upcoming recordings, but not until several hours in the future. I ran my latest test around noon and the next upcoming recording was scheduled for 10pm.
