USB-UIRT Problems

Hoping somebody here can help. I was previously running V9 on a Windows 7 64bit machine. I had no issues running a HD-PVR with a USB-UIRT controlling the set top box. My main drive crashed which forced me to do a brand new install. I decided with it being a fresh install I should give the 64bit version a try. With lots of reboots and re-installs I got everything back up and going with the exception of the USB-UIRT. I keep getting the "Failed setting the infrared Transmitter port! Please ensure that the USB-UIRT is connected, it's drivers are properly installed, and that no other applications are using it.". I am able to learn and transmit IR codes through lrnhelper without any issues. So I'm not sure what I'm doing wrong or missing. I checked the log files but I couldn't really see what the issue was, except it failed to open the port.

You're probably missing the 64-bit driver in the system32 directory
