They are, but I would guess that they may be used for any decoder that doesn't have the setting configurable in the decoder's own settings. For me, I use ffdshow with dxva and it has the setting built in. When using the MS decoders I never got acceptable playback so I stopped using them. We may want clarification as to what the settings I posted actually do.
