Stutter Problem fixed

I have an ASUS M4A88t motherboard with built in ATI 4250 video card using a 970 Phenom quad core 4 gigs of ram. Also Saphire 5570 video card. The 5570 can not be perfectly configured to remove stutter but the best settings are:
Video Renderer EVR
Mpeg Video Sage
DXVA Yes
3D On
If I remove the Saphire 5570 and overclock the built in card from 700 -> 950, and assign it 512mb in the bios I get a great picture with no stutter using these settings:
Video Renderer Overlay
Mpeg Video Sage
DXVA No
3D No

Reboot after making these settings if you get a black screen.

The 5570 was giving me jagged lines that after awhile I found unacceptable so I did the following:

I purchased an ati XFX 5670 with 1gb ddr5
No overclocking
Video Rendered VMR9
MPEG2 Decoder ATI
3D acceleration is ON
set blocking to 100%
This seems acceptable on all video sources.

Sources that really show problems: CBS News at 5pm ( the streamer at the bottom ), WPIX- The Outer Limits 1963 ( severe blocking noise ), Any CBS new show @ 1080i will show stutter if it exists.
