Setting up IR Blaster

How can i configure Sage to change my STB boxes with this receiver; HP MCE USB IR Wireless Receiver with Emitter?

The blaster portion of the MCE IR receiver/emitter is not natively supported within Sage. Here is your best bet: LM Remote Keymap
This software is great for this.

Do i need to buy it or the free edition will be able to learn my stb remote buttons and use sagetv for changing channels without worries?

You'll need the donator version for blasting. It's not a lot and worth it,
