QAM frequencies for scan do not match tuning frequencies

While trying to get my HD merit control and guide issues figured out, I ran into a QAM frequency issue. I did a new channel scan with my HD tuner. Not all the frequencies that are in the file for scanning match with the frequencies used for tuning, therefore my scan finds very few channels. I changed the frequencies in the file used for scanning to match thosed used for tuning and it fixed it. I figured this should be noted, and might help others who find no channels when scanning.

Example:

You can see above I have 3 channels in the 102 frequency and 2 in the 104 frequency, but my scan finds nothing. I changed the scan file to read to:

CH:104 frq:673250000
Now the scan finds the channels. Anyone know where those frequencies for the scan come from and why they would not match the actual tuning frequencies? Based on Wikipedia my tuning frequencies are standard, but the scan file sage is using adds the 1.75 MHZ that pages lists for "channel center frequencies", whatever that means.

Is this perhaps a Standard vs. HRC tuning issue? Haven't dug into it too far, but I believe sage does feature the ability to use HRC tuning maps with an option in sage.properties i believe. Just my first hunch on the matter.

EDIT: quick check of the freq's:

HRC IRC Broadcast
102 661.25 660.0330 661.2625
104 673.25 672.0336 673.2625

So.. doesn't look like that's where the numbers are coming from either...
