MPEG-TS Remuxing Libraries

OpenDCT currently uses FFmpeg heavily for remuxing. I've explored writing my own remuxer and even made a fair bit of progress before I completely gave up, partly because I feel like I must be reinventing the wheel. The problem I keep running into is what I find is either not maintained, the current version can't handle H.264 content or at it's core it's actually using FFmpeg.

Here's what I've looked at that I can remember:
VLC- Parts are FFmpeg based. In my testing, it just copies the file.
Open Broadcaster - This is some neat software worth just looking at, but at it's core, I found that FFmpeg is used to create MPEG-TS streams.
libdvbtee- Uses some VLC libraries and results in very broken files that barely play back because it makes too many incorrect length adjustments.
TsRemux - No longer developed. It works well on a lot of content, but can't handle all of my test content. It's open source, but it's not cross platform.
tsMuxer - Last version was in 2014. It crashes on most of my test content.
Jcodec - Only demuxes.

I really want to have a 3rd option. Does anyone know of any open source software that just remuxes content and shows that it has been updated in the past 6 months?
