Are the Phoenix API libraries required?
If I do not plan to use fanart, do I still need to install the Phoenix API libraries for SageMC to work properly?

Yes, the phoenix libraries contain more than fanart support, they have a few image manipulation functions that get used for other things.

Really thanks for correcting me I didn't think sagemc used it for anything other than fanart. I know add-ins do. But didn't think default sagemc did.

Where does the phoenix api folder go in the directory?

The phoenix download is a zip file that is meant to be extrated in the root of the sagetv server/client dir. The zip file mimics the sagetv directory layout, ie, JARs, etc, so when you extract the file, it will place the jars in the zip file, into the JARs directory within SageTV.
