White screen when Fast Forwarding

I recently setup my SageTV 7 server on a new HTPC, which I'm using as both the SageTV server and as a client for the TV the HTPC is connected to.

It is a Windows 7 64-bit based HTPC running on an Core i3-2100T chip, utilizing the onboard Intel HD 2000 graphics and H67 chipset with 8GB ram.

I'm using the EVR video renderer and the Microsoft DTV-DVD video codecs.

The problem I'm having is that when I ff or rw, I will often get a white screen (maybe considered light gray) for a couple of seconds, that resolves back to the proper video, instead of the video thumbnails you would expect. The white screen has a very uniform set of stripes with what look like film strip perforations between them, each set being maybe 3 inches wide on a 50" screen. Sometimes, it is more of just a white ghosting affect to the video image, other times, a complete overlay to the image.
This happens only sometimes, about a quarter of the time when I ff or rw. It seems a bit more frequent when using EVR vs. VMR9.

Any ideas why this happens or tweaks to try to correct it?
