Set default fill per tuner (v7)?

I've been running Sage for years now. I've always had the aspect ratio set for 4:3 but recently I purchased my first 16:9 tv and have changed the aspect ratio accordingly.

I have a lot of SD channels and these now show up with black bars on the top and the bottom. I can get rid of these by changing to 'fill' . I found a plugin that does this automatically for you but it doesn't seem to always work.

Is there a way to configure sage to use 'fill' for every channel on every tuner without a plugin?

Have you changed the default aspect ratio to fill? You can do this in the regular UI by going into Aspect Ratio under the options screen. Once doing this I never have problems with TV being full screen, but there are some issues with some movies being overstretched horizontally, I believe it may happen with 2.35 OAR movies, so I have to fiddle with the aspect ratio on those. One of my tuners is SD only as it uses an s-video connection from a cable box but the shows show up full screen.
