USB tuner issue

I have a system with two PCI tuners and one USB tuner. The usb is an Avermedia Volar and is exhibiting some strange behavior on some specific channels within SageTV. It should be noted that when using another program (in my case ORB) the tuner does not exhibit the problem that I will describe below

On on few channels, when I am in the channel setup menu, Sage will not detect the channel in an channel scan(though ORB does). If I force Sage to try to preview these stations, Sage tunes to the last station successfully tuned on that piece of hardware (USB Volar in this case). If I try to tune from the program guide, I get nothing - just a blank screen. It should be noted that that the two stations that I am having problems with both have identical physical and logical channel numbers which I believe is unique to only these two channels within my setup
