Only speculation on my part, but I would think the only reason to change it is if the MAC address has been blacklisted by a broadcast provider. I'm not even sure if they could do something like that, but I wouldn't put it past them. Cell companies do it all the time for lost/stolen equipment that has been part of an insurance claim.
