What format is ATSC saved as?
MPEG 2, MPEG 4, h.264?

Depends on what it's broadcast in. ATSC tuner cards don't do any conversion. They merely save whatever digital data is that they're receiving.
Even though H.264 (MPEG 4 Part 10, also known as AVC) is now part of the ATSC standard I only know of stations broadcasting in MPEG2. I hope that answers your question well enough.

The Recording Details screen should tell you the specific format for any given recording.
