Complete noob needs assistance setting up - ATI HD 650 PCI-e

I'm testing out various DVR software packages to decide which to purchase, and I'm having a rough time with Sage.

I have an XP system with a PCI-e version of the "ATI TV Wonder HD 650 Dual Tuner". I am running on Charter Digital in Buford, GA.

I am unable to get any channels to come in at all. I have tried every conceivable combination of configurations.

Does anyone have any ideas as to what is going on here? BeyondTV is working without any issue with whatever settings I throw at it (QAM being the best of the settings). I've searched this forum for my 650 card, but unfortunately I can't tell whether or not anyone has gotten it to work (PCI vs PCI-e being one of the big debates).
