The networks just don't want to see Hulu become a viable alternative to cable/satellite television, since they don't make the same profits on Hulu that they can off TV commercials. So, they really don't care if people hook up a computer to your TV, open Firefox, and use the TV like a monitor, since the viewing experience would be pretty unpleasant compared to a TV and/or DVR. But, they really don't want a nice 10 ft. interface, or anything approaching a commercial, easy-to-use product that interfaces with Hulu. While strictly speaking there isn't a big technological difference between streaming to a TV versus a computer monitor, the commercial implications are fairly significant.
