Static popping with transmission? Bad card?

I originally posted this as a solution, as I thought I'd fixed the problem. Turns out I either fixed one of my tuners, or the primary tuner for watching TV changed.

I've tried changing drivers left and right. I only get a problem out of this one tuner. I can't change the memory resources it uses, which is the only other solution of which I can think. Is this normal for tuner cards to just up and die on you? I'll have to swap them around to see if the port is the problem. Until then any suggestions are welcome.

[Backstory] (See: Long and boring)

I've been using MCE for a long time. I hate it by comparison to Sage, but it worked.

Suddenly I was getting a popping static in my recordings and live TV. If there was no audio in the video, there was no static. Seemed to be based on volume of the audio at the time.

So, I installed Vista Business (Because I've several copies of it for a variety of reasons) on my HTPC. I installed all the Windows updates. Installed Sage 6 trial (cuz I plan to upgrade). Watched some Online Services and found them novel. I didn't have cable where I was installing this (Took it into work to give the system a good cleaning, plus my workbench is there) so I didn't test live TV.

Got home. Hooked it up. Static popping! Nooo! Very disheartening. No audio issues with anything other than stuff coming through the TV tuner. This got me thinking. Checked TV signal straight to the TV. Perfect. Means the problem is isolated to the HTPC cards. Odd. Ok, let's use WinTV to see how it looks out of Sage. Well WinTV doesn't want to install on my computer for some reason. (Vista?) Fine. Let's try to force it to use the drivers on the CD. *fight with Vista Device manager* (Did I mention I hate Vista?) Oh look, it has an older version of the driver, likely off the Vista DVD. Sure, use that, for both tuners. *reboot* Oh, Sage works...guess I should tell everyone on the forums now that I'm registered and all. *smirks*

Unfortunately it was just the one. Tuner source testing revealed popping in the second one. I suppose updating the drivers just changed their order in Sage.

Now I get to go look up how to force Vista to automatically log on as my non-password administrator account so Sage automatically comes up when I turn on the PC. Ever since I enabled the Administrator account so I could use RDP to log in remotely I have to click the little icon...

Well, it fixed it for the first tuner card. The other says it's also the 6/21/2006 driver, but it is still messing up.

I'm going to try reinstalling the driver that worked for the other in hopes of getting it going again. Maybe it fouled up because I had them both change at once.

Worst case scenario I force it to use the driver off the CD.

Well drivers don't seem to be making a difference for the second tuner. Any ideas? I've tried all three drivers I've at my disposal.

I'm starting to wonder if the card itself isn't busted somehow. I've never heard of TV-Tuner cards spontaneously failing.
