Missing Full Screen Toggle

Finally, after a major computer crash and total changeout of tuners for Shaw I am up and working with a clean installation on Windows 11 SageTV v9 64 bit. Everything works fine - even got the old shows and favourites back.
However, I have an odd behaviour when playing a recording.
On my old Win10 32 Bit installation I could start playing a show in a window and then click the TV icon to go full screen. In the new installation there is a full screen TV icon in the top bar all the time until I play a show. Then the only way to get full screen is to right click and select toggle full screen. I can max the window but that is not the same as borderless full screen.
Attached are two screenshots - Main menu - showing the full screen toggle and show playback - where I would like to have the icon.
I am curious where the menu bar and full screen button has gone. Is there a setup option I am not seeing perhaps? This is the out-of-the-box install with SageTV7.xml UI.
