The other 4 light are for each tuner when they are active that can be green or amber depend on signal strength of a given channel, There no need to worry about it.
What odd when you run lsusb the Hauppauge device is not listed at all
I wondering if the problem with Linux and Ryzen USB 3.0 device
If have a spare harddrive install windows 10 on it you don't need a key for windows 10 to work, You can download ISO from here.

Got this in response to my request for RMA:

I answered yes, but you may be more adventurous. IIRC, the HVR-2250 is supported with the same kernel modules as the Quad. I see used ones on e-bay. I had one once that didn't work on XP, but the Quad did. But V4L shows the 2250 as supported.

Ok but any case there has be reason why Linux is not see the device
