Extract CC from .TS files?

Occasionally I like to watch my TV recordings (HDHR, mpeg2 .ts files broadcasts) from a Plex client and the only media where I don't get subtitles (actually closed captions of course) are my Sage recordings from an ATSC tuner.

It doesn't look like Plex is going to release anything that displays them natively, so I'd like to know if there is a Sage Plugin available that will extract them into a subtitle file as a post process? Or, if I recall from years ago, there is a way to script a re-compression into an MP4 file? That would work too, and probably better especially since the Plex client won't support mpeg2 anyway. Maybe I can avoid a transcode.

Suggestions?
