$199 Fanless PC - Sage Client?
Here is a review of the Jetway AMD G-T40E PC. It is a barebones system that retails for $199 (without storage, RAM or OS) but you might be able to put together a complete system for less than the going rate of an HD-300.
There are a few strange drawbacks however, including a DVI port but no HDMI and no multichannel sound, just a line-out stereo plug. http://www.silentpcreview.com/Jetway_G-T40E

The first less than the second as a DVI-HDMI cable or an adapter would solve that issue.

I think i'd be more likely to get this Lenovo IdeaCentre Q180 fore $320. It has an HD (though not SSD), Win7 and uses a D2700 ATOM paired with an AMD 6450A.
It doesn't look like it has an IR receiver, however. |

An DVI to HDMI is approximately $5. A USB to SPDIF is approximately $25 to $30.
So that adds about $30. Than you need to add Windows OS and Ram. Looks like the Lenovo is the better deal.

Another thing I like about it is that it has sound through HDMI.
