This implies that the VMR9 filter is not installed (you would get a different 'could not connect' error if it was installed but not working)... Try re-installing DirectX9...

(personally I find that the video output of VMR9 is worse quality than overlay)

so should I just reinstall DX9 or sould I uninstall sage, then reinstall DX9, then install sage again?

If I remember correctly, the integrated SIS 650 chipset does not support VMR9. Had one, bought an FX5200 instead for mostly this reason.
