BDA Driver interface

I was wondering since Sage won't be adding any tuners would it possible to create a network tuner that could interface with the windows BDA drivers. I know that would leave the Linux and Mac users out but in theory any new tuner should would with Sage. I don't know how the BDA interface works on Windows but doesn't NPVR just use the BDA drivers for windows for there program ?
