That's answered in the V7 announcement, but basically if you bought your V6 (or earlier) server license before December of 2009, then you'll need a V7 upgrade license (not a new full license). Server licenses purchased after that are good for V7.
Client licenses of any vintage are good for V7 and do not require an upgrade.
