Windows 7 64x + Hauppage 1600 = No ATSC (Analogue fine)

Hoping someone can help with this issue. I searched the forums and most problem seems to be with QUAM and Analogue Cable. My problem is different.
I "upgraded" my old P4 + XP to a core 2 duo + Win 7 and have been having a huge problem with Sage and ATSC (digital OTA).
Here's the irony:
Windows 7 Media center and ATSC "hack" for WMC OTA in Canada works fine (as per the greenbutton forums). Cable analogue works perfectly.
The Hauppage Win TV 7 app and ATSC works perfectly and cable works perfectly.
Replay TV trial I downloaded and ATSC and cable works perfect.
BUT with SageTV, when I add the ATSC digital tuner as a the second source, it just scans (I see it go to as high as channel 129...all others go to 69) and finds zero channels. When I add the TV tuner, it finds my cable channels fine.
Having already used SageTV for the last year, I'm a bit reluctant to throw in the towels for Replay TV. The DRM software in WMC makes watching the OTA channels unbearable.
Other than re-installing WIN7, driver and/or sage (which I have done several times now) is there anything specific to Sage + WIN7 64x and Hauppage drivers I should be looking at. I'm ready to throw the towel in.
