Windows 7 to Vail (WHSv2)?
If I bu7 Sagetv7 for Windows 7 will I have to rebuy the software if I want to put it on Vail when it is released?

A license for the Windows version of SageTV is good on any version of Windows, including WHS (but not on Mac or Linux). So no, you won't need a new license to move to a different flavor of Windows.
That said, it would be smart to do your beta testing on the platform you plan to use after release, to be sure any platform-specific issues get addressed while it's still in beta.

Vail compatibility
It is also my understanding that a new build of Sage TV is needed for Vail since Add-ins for WHS are not compatible with Vail.
Do Sage intend to commit to Vail? This is indeed a good question.
