Starting Sage in sleep mode but not at user login?

I have Sage successfully running as a service on my backend-only server (I don't use it to watch or listen to anything).

I have a dilemma.
ui/startup_type = 0 (currently what I have set) doesn't start Sage at user login (which is what I want) but appears to run it in 'alive' mode which means that a stream is always used for 'viewing' by the server (which I don't want).
ui/startup_type = 2 starts Sage in 'sleep' mode (what I need) but always adds back the registry entry that makes it start at user login.

Is there any way to get it to not add this entry to the registry but to always startup in 'sleep' mode when manually started?

Do we need a ui/startup_type = 3 for this purpose?
