VMR9: Imported Videos not scaling up

I recently switched my XP SP3 box from Overlay to VMR9 but I noticed some odd behavior viewing my imported videos. They're all playing back at their native resolution and Sage isn't scaling them to fill my screen. Switching back to Overlay corrects the problem and regular Sage recordings work fine with either renderer. Has anyone else encountered this behavior before and successfully corrected it?
