Looks like reviews are mixed on NewEgg and other places.
Anyone actually have first hand knowledge of this? $20 +5 for shipping is a great deal for a card if they are good. I just bought a Hauppauge 1600 for $80 on sale. I can get four of these for almost the same price.... IF they are good.

Yes, I've been using one for a year. Works great for both OTA HD and regular ol' cable.
