Terminology Question
When a screen is rendered on my (very slow) laptop, it starts out with fuzzy little rectangles maybe 1/8" on a side.
If the scene is static (i.e. nothing is moving on the screen), I can see the rectangles fill in with sharper and sharper data until the whole screen looks normal - i.e. has full detail. If there is a lot of motion going on, the rectangles might never get filled in and the overall picture remains quite fuzzy. Question: what are the terms of art to describe this?

Sounds like Macroblocking or more generically "compression artifacts"
