setting up with USB-UIRT

I am trying to program my DishNet 322 receiver using the USB-UIRT unit which I just received from SageTV Store.

I have installed the USB-UIRT and programmed digits 0-9, which created an .ir file.

I used the Test mode in Sage Setup which blinks the light on the USB-UIRT, but I have no idea if it is sending the correct digit. Is there more to this Test mode?

For kicks I tried to re-program the unit from within Sage setup, but it comes back with an error.

My DishNet channels show up properly in the epg and when I select one of the channels, I can see that the USB-UIRT is blinking. However, nothing is happening on the receiver.

I don't know where to go from here and would appreciate any help. Below is the content of my .ir file:
