Vista Sage install problems

The old PC was getting a little old, so I build a new box, gave away the old including XP.

the new build on Vista works well except Sage only tunes in 2 OTA channels, on the old system I tuned in 10 or 12 stations. the only 2 channels Sage finds are the weakest 2 channles available in the Atl area, for me at least.

to verify I started up MCE (running home premium) and it tuned in all the channels I am used to seeing available, except when attempting to tune to the weakest 2 channels in MCE, the ones Sage picks up, will not display.

I've stopped all MCE services, turned off UAC and renamed /windows/ehome to ehome-stop so nothing MCE starts but still I cannot get Sage to find any more channels....

there is a 1600 and 950 in the PC, the 1600 finds all analog and digital cable (QAM) with no problems. both the 1600 and the 950 act the same when conntect to the antenna for OTA.

what have I missed, something in Vista is keeping Sage from tuning the available channels???
