I'm using an Hauppauge PVR 150 TV tuner card with remote. Will Sage be able to control the digital box to change channels?

Connect s-video and audio from your Rogers box to the PVR 150. I believe the 150 comes with an IR blaster which you can configure within Sage to change your channels, though I haven't tried that yet.
(Better option) For all digital channels AND HD, get an HD-PVR from Hauppauge and connect that via USB to your Sage server.
