strange voice over during the "The Jewish Americans"

I am currently watching The Jewish Americans (Home) from PBS. I hear a voice over that describes some scenes. I suspect it is a special audio channel intended for the blind. Anyone else hear this or know anything about it? I first noticed it while using the HD extender, I then used the client and heard the same thing. So I know it is part of the recording which was done on a HDHR. This did not occur during other episodes of this series.

I noticed the same thing when I recorded Ken Burns' "The War" series. Some of the recordings would have the descriptive voice over and others did not. The best I could determine was that PBS included this audio subchannel when it rebroadcasted the program on my local station's subchannel 4.
