Problems Downloading with Sage Server

Originally I thought this was a sage problem but now I'm not so convinced.
It started when I couldn't start sagetv on the server, it hangs at "initalizing service". Sage service is ok and both of my mvp's work fine so I didn't worry about it thinking the next release would fix it. Updated to the newest release canidate and no luck. Meanwhile I haven't been able to download the latest Release canidates on the server (acts like file download but no data transfers) yet I can download them on my other computers (same router and modem on the same network), Ebay and google work but ebay will choke occasionally on auto auctions where my other computers have no problems.Turned off all firewalls and anti virus no luck. Windows xp sp2, I checked internet security settings but no obvious problems.

Any insight would be appreciated.
