USB-UIRT troubles

My USB-UIRT stopped working recently and I cannot find the problem. I've searched the forums, but still cannot find a clear answer. Here as the details.

1) The red light does not blink when I change channels.
2) lrnhelper reads and sends codes (it takes the remote code and when it transmits, the light blinks), so I know the USB-UIRT works.
3) I have tried configuring without Service running, but it doesn't make a difference.
4) I am using Sage 4, but I hope the answer is not to upgrade. It worked fine for a 3 years and v4 does all I need it to do.
5) I am using it with a Dish 301 receiver and remote.

I cannot seem to find any files within the Sage folders that have something about this DISH remote or the USB-UIRT, although it shows up in Sage and I have reinstalled numerous times (I have also unloaded and reloaded the drivers for USB-UIRT.) Where do I find .ir files to download?

Any other suggestions would be appreciated.
