Hauppauge HVR-1600 for $59.99 after $20 rebate at Circuit City 07/22 - 07/28

Circuit City is selling the Hauppauge HVR-1600 tuner card for $59.99 after a $20 mail in rebate. This card has NTSC (standard definition TV) and ATSC (broadcast HDTV) tuner built in and you can use both at the same time. The've also added unencrypted QAM (cable TV HDTV) support in the latest beta drivers. Sage doesn't support the QAM yet but they are supposed to working on it.

Does the Hauppauge HVR-1600 have a hardware MPEG2 encoder and hardware MPEG2 decoder?

According to Hauppauge's web site, it has a hardware encoder:
