Grey vertical line to left of 4:3 videos

When I view 4:3 recordings on my widescreen TV, I see a grey vertical line to the left of the image. There's also a bit of padding on the right and a hint of horizontal grey on the bottom. See attached screenshot.

How do I get rid of this? When I open the mpg file in another player like zoomplayer, I don't see this effect. I thought about playing with the aspect ratio settings but that doesn't allow me to crop 4:3 video on a widescreen.

(by the way ignore fact image says "HD", its not HD)

The only way I can get it too stretch is run in VMR9. Overlay will not let me "fill" the screen. Maybe that will help.

well it happens using my hauppauge pvr 250. how do I configure the decoder?

As for stretching, i don't see how that helps. If I stretch the image, it just moves into the vertical letterbox area. It doesn't change the white line.
