Upgrading cpu and other equipment - need advice

I am planning on expanding to OTA HD and looking at buying a refurbished box from Dell. I am a little (make that a lot) confused about what video card to get and if I should upgrade the PVR Wintv150 to another capture card. These are my settings

Directv
2.6 ghz machine with integrated vid card
80gig
512 mb
was using v2 and upgraded to v6
wintv150 (one installed, one in computer that was fried by lightning)
Samsung LCD 32"
will purchase HDHomerun for OTA HD (going to try using my current vhs/uhf antenna - very large - to see if it will work) I may be clueless here.
have usb-irt blaster, but going to serial as have new stb and cable

Have read great comments on nvidia Dualtv, but have no need for two tuners.

Need recommendations on processor, capture card - replace or not, and video card.

Also, SD looks like crap on this Samsung LCD, any recommendations on getting better pq with my set up?

My $.02

Assuming a cheap as possible config:

C2D E6300.

2x512 Corsair Value Select DDR2 533 (depending on cost difference between 533 and 800).

An nVIDIA 7600GT (Fan=Cheaper, Passive=Less Cheap).

A 300 or 500 Gig drive (HD takes up a lot of space).

Keep the PVR150...the PQ diff (to me) is not much greater with the DualTV.

PVR150 PQ can be tweaked with the HauppaugeTweaker app. Spatial & Temporal "Blur".

P
