Exclamation a thin line of black and white dots at the top of the screen

as the title says, on some channels (i'd say 70%) i get a thin line of black and white dots at the top of the screen. why is this? is there a way to cut them off? I tried to take a screen shot, but I can't seem to do it.

Any help would be appreciated.

Increase your vertical overscan to move those off the screen.

It's CC info. Set your Aspect Ratio to somthing like 105%/105% like gplasky said.

I get this on only 2-3 channels and only sometimes. I just set my vertical overscan to 101% and that was just enough to get rid of it.
