"Other" tuning plugin?

The Sage manual talks about selecting the tuning plugin and indicates that you should choose "DirecTV Serial Control", "USB-UIRT", "ACTiSYS IR200L", or other tuning plugins depending on what is installed. Is it possible to write your own tuning plugin that Sage can talk to?

I'm interested in creating my own tuning plugin that can receive channel commands from Sage. The existing types expect Sage to send commands out a serial port but I'd like to be able to have Sage send commands to another program/driver via an API or some IPC. Is this feasible or has this anyone done something like this?
