VCD Aspect Ratio screwy

Not sure if this is a prob with Sage, decoders, or drivers.

When watching/recording in any quality other than VCD, everything's beautiful.

When watching/recording in VCD quality, there're two problems. 1) The video plays for about five seconds and then freezes. Play/pause are broken. Sometimes clicking around the progress bar kicks it into shape; sometimes not. 2) The video is being decoded/recorded at 16x9 on all input.

Specs:

2 GHz P4 processor
nVidia GeForce4 Ti4200
Windows XP Pro SP2

SageTV 2.1.10 w/Cayars17 STV
Hauppauge PVR-150 MCE
Cyberlink Video/SP Decoder

This ring any bells with anyone? Particularly the aspect ratio problem? I don't enjoy the prospect of having to transcode all my files before burning them off. >.<

Quick face-saving addendum:

Or, it could be that I don't totally understand the VCD format, and that this is how the dimensions are supposed to be.

But when burning a VCD with these files, the aspect ratio is still screwed up when viewed on a television. So.
