need a good 2nd tuner card, probably PCI
Suggestions?
 It would be mainly for watching live TV while I'm recording my favorites, and maybe doing some non-favorite scheduling if the other tuner is busy. PCI would be fine because I'm running out of desk space, actually want to get stuff off the desk (and not sitting on top the PC case either).

Oh, and are there any PCI capture cards that support a wide range of encoding.. or even possibly let you use any encoder on your system?

The encoding is in hardware so you can't use a third-party encoder. You wouldn't want to do software encoding anyway if you were using your computer for something else at the same time - it's too CPU intensive even with just one card.
