2 ir blasters in sage?

Is it possible to have sage use 2 blasters to control 2 different cable boxes?

Or can it only control 1 cable box per computer?

I'm not 100% sure about multiple blasters, but I do know that 1 USB-UIRT can control 3 boxes via zones. Do a search for info on how to do that.

I have a usb-uirt controling one cable box and an actisys controling another. To do this I had to run a copy of Sagetv Recorder as a network encoder on the same computer as SageTV. Then point SageTV to 127.0.0.1 for the network encoder. SageTV uses one of my PVR-250's and the usb-uirt. SageTV Recorder uses the other PVR-250 and the actisys.

Is there an advantage in terms of performance in using 127.0.0.1 instead of the computer name when running on the same PC?

I don't know if it makes a noticeable difference in performance. It can avoid the need to reconfigure apps that connect locally in the event you change the name of the computer. It also avoids the need to do a host lookup. Though I'm sure most computers have their own names cached. I personally use the loopback device for most local traffic.
