I think I'm on 12.11, the latest drivers. However, I may have discovered something that I did wrong. When I selected my drivers originally I think I picked the 76XX series. Actually my APU does have a Radeon 7600D in the CPU. However, I also noticed that there was an option for APU's and I selected A series. This seemed to download the same driver versions but I noticed that one component wasn't previously installed, the video stream QOS shaping for Internet. Not that this component is important but it does indicate the driver version that I installed previously may not have been optimal.
I installed it and and selected a codec with DXVA turned on and I didn't detect a regular stutter like before. I did see one stutter when the video started but it wasn't bad. Unfortunately the ATI codes still don't resume well after a commercial skip like before but it does appear that this may have been a driver issue all along.
