epg/channel_lineups, epg/lineup_overrides, epg/lineup_physical_overrides, and...

epg/service_levels.

Can someone briefly explain what exactly these 4 items are in the sagetv properties file?

The short answer is no, but I can tell you that altering them manually will lead to bad results. About the only thing I'd recommend is deleting all of the properties that start with "epg/" if you want to totally reset the lineup data. (And I'd suggest removing all of the encoder sources before doing that.)
