Will SageTV and Hauppauge win PVR usb2 work in India, Austria, Singapore ??

I have a Dell Inspiron 9100 notebook with 3.06ht Pentium IV, ATI Mobility Radeon 9700 with 64Mb, dual channel 400Mhz 512 MB RAM and 60GB 7200 RPM HDD.

I'm thinking of buying an Hardware bundle (Sage Tv + Hauppauge wintv-pvr-usb2). Before I do that, I have 2 questions

1. Is the above configuration good enough for watching and recording live tv ?

2. I often travel on business to India, Austria and Singapore. Will sage Tv and Hauppauge wintv PVR-usb2 work in above countries??
