Blackbird Bundle question

Does this new bundle from Frey have the ability to have OSD? Does this card have hardware MPEG Decoding?

It's a lot less than the 350.. but something must be missing!

The 350 is the only card with TV-Out\HW decoding the Blackbird cards are functionally equivalent to the 250.
