1904 Install Error SageTV 7

Hi guys,
Having problems installing SageTV 7. The trial installation fails at below quote then removes SageTV7 program:
"Error 1904 Module C:\ProgramFiles\SageTV\Common\PsisDecd.dll Failed to register. HRESULT -2147352567. Contact your support personal."
System:
OS = stripped down Win7 Ultimate with WMP12 and its codecs removed.
Zotac GeForce 9300 GF9300-G-E Rev 03
Intel Core 2 Quad Q9450 Quad-Core Processor, 2.66 GHz, 12M L2 Cache, 1333MHz FSB 95W
Centon CMP800PC2048.01 2Gb PC2 6400 800mhz 1.8V x 2 sticks = 4gig
Athena Power's 320W FlexATX (AP-MFATX32) power supply
Hitachi 7200, 320 GB SATA system partition (MBR)
2.7 TB RAID 0 (1.5 TB + 1.5 TB drives) partition for video storage (GPT)
Hauppauge USB WinTV HVR 950Q Hybrid Tuner
Hauppauge Colossus HD capture and encoding card
Software:
Win7, WMP10, CCCP Codec Pack and their Media Player Classic, MS wmv9 codec pack, PowerDVD9
First made a complete system backup with Acronis 9. Next tried to install SageTV 7 as Admin. Set UAC to "Never notify me" and checked HKEY_LOCAL_MACHINE\Software\Microsoft\Windows\CurrentVersion\Policies\System, the DWORD Value was set to 0. Install always hangs at the same spot.
Any Ideas?

That's a component of DirectX that should be oart of your OS.

This probably caused it:

PsisDecd.dll install error = no HDMI in?

Thought that might be the issue and installed the latest DirectX package. Updated my system to DirectX 11. Looking for PsisDecd.dll I find version 6.6.7600.16485, don't know what a correct version would be for SageTV 7. Install also failed again with 1904 error. Scanning Dxdiag text capture I do not see any reference to PsisDecd.dll in the text.

You're on Windows 7. Do you have UAC enabled and are you running the install as Administrator? (Also right-click the install and choose run as administrator.)

Yes, I am running as Administrator. The file is there, PsisDecd.dll version 6.6.7600.16485. Don't know if that is a usable version or not. Anyways, SageTV7 ver 7.1.5 gets the same 1904 error when installing. The no HDMI video issue may be a seperate problem from the 1904 install error, PsisDecd.dll is described as SI/PSI parser for mpeg.
No video in preview or TV viewing when unencrypted HDMI signal in is chosen as source connection on Colossus card. unencrypted HDMI signal in can be seen on this computer when running Hauppauge bundled WinTV7.
Sending in a bug report.
