HDTV Card with Closed Caption Decoder built in?

Is there any HDTV tuner with closed caption decoder already built in?

What I mean is closed caption is decoded and display before outputting to the screen from the HDTV tuner.

Reason I am asking is right now I am using HDTV DirectTV and it have Closed Caption decoder built in and with it enable that SageTV record it along with the shows.

This way it become open caption recorded videos which allow me to convert all my recordings and take it with me on the road or watch it via placeshifter since I don't need to have certain special software to decode the captions to watch my shows.

If you're talking OTA, ATSC type tuners, then no, they don't do any decoding, they just capture the raw bitstream, they don't do anything to it. Nor does Sage in those cases.

A lot of satellite STB have a ATSC tuner which would provide the captions just the same as the satellite channels.

True, or the the cheapo converter boxes, though those don't ouptut HD.
